Actually if you think about it, giving him a position of power is a good idea. Imprisoned he wants to strike out in anyway. With a job like this he can do nearly anything short of killing you without getting in trouble. If he was to attack Rat or I the government would be on him in minutes and he'd be shot dead in seconds. So, why would he do that knowing he has no chance when he could stay and serve us and possibly eventually get released for being an assistance to us.
