There are two possibilities: the chatroom topic is stickied or non-stickied.
Two other possibilities: Popular or unpopular.
If it is stickied and popular, it stays on top and is useful on top.
If it is non-stickied and popular, it still stays on top and is useful on top.
If it is stickied and unpopular, it stays on top and is useless there.
If it is un-stickied and unpopular, it doesn't stay on top, and shouldn't.
Therefore, in the case where it continuously stays popular a sticky changes nothing; in the case where at some point in the future it becomes unpopular, it makes things worse. "At best changing nothing" isn't exactly the greatest argument for something.
3rd possibility. It gets locked.
