The big problem is the game encourages people to be assholes. Risk naturally encourages allying and when allied against it makes you unhappy or feel like allying, which again the game doesn't prohibit through game mechanics. To tell the truth this is the only game where I've seen one moderator on their own trying to keep order of the whole game, with no game mechanics, no messages on the load up screen encouraging not to ally, that's a mishandling on the game, you can't really blame people you are trying to sell the game to.

Really the best solution is to look at games that are doing it right with making customers happy. Anyone got any good examples?

For example League of Legends used to be riddled with flamers, trolls, or generally people who didn't co-operate with their team, they then added messages on the bottom of the loading screen that showed how many games on average swearing, slamming your teammates and more affected your chances of winning and it had a very significant decrease of disruption. It was reported in the New Scientist and it's even scientifically recognized.
