I believe it's just 1 for every enemy territory captured.

It's definitely linked to claimed territories you've conquered. I'm not sure if it's unique regions or total regions. That meaning , if you take a spot, loose the spot, take the spot, do you get 1 shard or 2 shards.

2 shards... shards received == regions conquered (originally empty regions don't count)
