Currently we have three methods of troop distrubution.
Manual.
Random
Borders
Why not add a fourth?
Random Borders.
It would randomly distribute troops on ALL borders including white and surrendered territory.

Random BORDERS Distribution
Upon your turn during the reinforcement phase your troops are randomly distributed on regions that border regions other than your own.
So it will play much like normal borders except that when you touch an enemy it doesnt mean all your troops go to them.. you may get screwed when the all go to a border touching a white territory

I can see how it would work, I like the idea. unfortunately getting a random game itself seems impossible.
