Mewtwo would probably beat Shaymin in a 1v1 due to higher Speed and OMGWTFBBQ Special Attack, unless Shaymin is running a choice scarf set or has more EV investment in Speed. Against Mew, it'd be entirely up to what set Mew was running, though Shaymin would likely have the advantage in most matchups.

Wolves beat Shaymin, even without scarves... Or something. Pokémon right?

I dunno, Bite only has 60 Power. Wolves are generally outsped by legendary flying deer as well.

No calculations involved - Choice scarf multiplies speed by 1.5 and every pokemon has a base speed that determines it's level 100 speed, which you can vary by up to 63 points through variable investments Fastest goes first!

Mewtwo has 130 Base Speed to Shaymin's 127, so if Mewtwo doesn't invest at least 228 EV in speed, and Shaymin has a full investment, it's getting outsped. (Assuming Natures are even)

For some reason I never met lvl 1s in the game...

The reason for this was that in Red and Blue the XP equation for some pokemon in the first couple levels was negative, and could be exploited with an underflow error to make the pokemon spontaneously level to 100, so it was made so that all wild pokemon had a high enough level to not be affected. This was fixed during Gen 3 with the use of lookup tables for calculating experience, and in Gen 4, it was made so that newly hatched pokemon are now level 1.
