If you have a valid claim. Usually, you need to have a contract, which would happen during purchase/agreement/usage of a product or service. Without a contract, you are dealing with issues of Rights, a loss of rights, civil or otherwise. There are lots of issues with that.
1. You need money usually, unless your case is clear and concrete. Otherwise an attorney is not going to represent you, lacking a contract, without a bullet proof case.
2. Is the owner even responsible for your perceived loss of Rights if he is only providing the means for you to play? Most likely no. It's the same as blaming the creator of the internet just because it happened on the internet.
3. Lots of games, such as VortexWars, are not made or serviced by the country/state your are in. An international suit (especially over a game) would be incredibly difficult on an Individual basis, especially with perceived Rights, and no contract.
If it was for a monetary transaction, laws for that are too different country to country. Your country may have a law that prevents certain conduct in transactions, but does the other? Will the other country recognize your case? You might have success in suing within your country/state, but if the owner never appears in your country/state, what's gunna happen to that person? Nothing. That's why dictators seek asylum in another country.
You'd pretty much need tens of thousands of dollars, for what? A few bit-coins? Your perceived unfair treatment? It's best to use your head before making purchasing or service decisions when dealing with international products/services. It would hardly be worth your efforts; you'd go broke trying. You'd frankly be VERY lucky to even get a case started, let alone anything productive for you to become of it.
