Well, I don't know if it's allowed here so I won't link to any sources, but let's just say that anything that is software can be "acquired" without paying.

All that happens is your internet provider sends you an email basically saying "Please don't do it again, although we really don't give a crap if you do, it doesn't affect us at all. We probably wont find you anyways."

But yeah, if you download PeerBlock they wont find you anyway.
