I couldn't think of anything else other than witches. Witches, I now realise, would be a good race.
Also, sirens.
Name: Witches
Description: They use powerful magic and blend children as ingredients into their cauldron of doom..
Boost: +10% attack boost when fighting 1s.
Cost: Dunno.
Name: Sirens
Description: They appear beautiful, but pounce when they have lured you in with their graceful melodies..
Boost: 1 random territory (of each other player) is reduced to a 1 at the end of whoever owns the race's turn. (Even 1s, so it would be more effective during the end-game, and I know that it would really screw up the start of the game, but I'm not sure how to get around that. Maybe it comes into force in turn 5 or somethin'. I dunno)
Cost: Dunno.
