I think it'd be neat to have a starting option of choosing territories risk style, where you take turns placing troops. You can customize number of troops to place, and once all territory is claimed, place on already claimed regions to reinforce.
It'd be a lengthy start of game, but it'd be an interesting one, and is a natural extension to the two sorts we have now.

Eh, it has potential, but I don't know if anyone would bother playing it, especially on large maps because of what Necrocat said.
