My opinion:
I hate it when you wait for a game to start - 6 to 8 players - sometimes you have to wait 3 to 5 minutes for it to fill up - and then before the 1st round is over 2 or 3 of them quit.
The minus 30 encourages everyone to stick around - I like it.
Why is it so important to have an early option to quit? You can quit at any point before it starts - if you think the other players are too highly rated or have bonus races or....anything else that worries you. Once the game starts - play it. If it is not working out - you can leave after 3 turns with no penalty at all.
It seems to me that those who normally quit at the start are starting last, next to last, or guests. The xp penalty means nothing to guests - so they will not care one way or the other.
Regarding those starting last (or next to last) and want to quit - I would like to go first every time just like you - but it's random. When I start last - I don't quit - I fight it out - it's just my fair turn to start in last place.
I know we are not truly voting - but I prefer once you start a map - stick around for at least 3 turns - the xp penalty encourages you to do so.
