Practically everyone I've ever played a game with, it's common practice.
I only surrender when I have no chance of beating someone else; staying around longer is just as bad as ragequitting IMAO.
Why am I still skulking around here? That's a very good question.

Ragequitting is TERRIBLE practice. Why? You get shards only for taking regions by force from enemy. You also get exp that way.
If you loose most of your troops due to enemy attack and all you have left are many unoccupied regions - you've probably just lost the game. Yet, if you leave now you will disallow your opponent from taking shards/exp that he deserves after defeating your main forces.

Did he say anything about shards there?

And besides, more territory swaps will usually happen, so you actually get more xp/shards from those. Plus it adds more turns, so it raises the caps on them and gets you more if you're above the caps.
