Actually I think a Vortex Wars (Magic the Gathering) kind of game would be more fun than a risk like card game :)
There could be Shards, Coins, Experience, & Territories.

Shards are the main thing used for summoning, without any shard cards, you are PWNED ( Come in 25's 50's 100's 200's 250's & 500's )

Coins are multipliers essentially (used to multiply the amount of shards given by one shard card of choice)

Experience
is used for bring Stronger cards into play
some cards require XP points to be summoned
Come in 5's 10's 15's 20's 25's (most needed to summon race cards will be 100)
Once spent count as used (Unlike shards which replenish every turn

Territory For every territory owned = how many race cards you can have out (if you got a 5 territory cards out you can have 5 race cards out)
Spawn bonus' come into play with this Resource card (Territory cards come from 1/10)

you don't have enough content for magic-like card game and I really doubt you could come up with enough interesting things to make it viable

I can right a 15 page report on Horse shit and its major uses and how in contributes to the environment ;)

Coming up with some random interesting sounding crap is easy 8-)

And did you even see the spoiler cards :| that was just 20 minutes :)

Well, the cards might have to be a bit more unique and professional.

I don't really like the idea of shards, xp, or levels directly affecting gameplay (or levels even existing). Some guy could easily borrow some from his friends before he goes to play someone else. He could do the same for other cards of course, but it makes it really easy in this case. Also, I think a game of this sort is a bit more confusing, actually.

it is one thing to come up with bunch of ideas, but it is completely different to make them work together, you are lucky if you can use 10% of them
