There are other things that can be regulated by moderators, aside from foul language and swearing:
1. Hacking (rare in Vortex Wars but still is possible).
2. Abuse of bugs (known to have happened in this game, especially in its earlier days, be it map related bugs, purchase system or experience system abuses).
3. Secret alliances (probably not a case for the admins, but I fully believe such players still deserve a warning if they do it constantly enough).
4. People that won't draw in a stalemate for a very long period of time (let's say, more than half an hour).
5. Players who kick other players with no obvious reason from their rooms (or because of rank, race, name, gender, nationality). This is especially annoying when the room title doesn't imply to any limitations.
And there are probably more reasons...
Saying that having less mods mods = less complaints = less negative actions is a fair formula, but it's like saying less doctors = less sick people treated = less sick people altogether (because they died).
What I'm saying is, sweeping the problem under the rug won't make it go away, and in our case, the users will simply continue to suffer silently.
