First, welcome to the forum . And second Lopdo has already said that he is not implying alliances into the game. (I feel your pain)

I'm pretty sure the word "implementing" would make more sense there.

Regardless, I agree. I want a team mode.

Well I guess all the low lvl's (lvl 19 and below along with guest) will continue to create un-fair teams mid-game.

All you have to do is tell everyone that they will be ganged up on by everyone else if they ally with anyone. I use this when necessary, and it's usually effective.
