my opinion;
Actually new members shouldn't , they weren't members when the issues were raised.

However, they were voted in to be able to vote. Also, Sabre would have to keep track of what issues came before new members, and how many votes they need, versus votes on issues new member can vote on, plus the new members would have to keep track of what issues they can and can not vote on.

True, it is easy now. It may get harder if we have more issues, and then gain new members, and have more issues, and gain new members, and so on, and so forth.

Although it most likely would not be that hard to enforce, I simply do not see any reason why they should not be able to vote other than lack of knowledge of why a vote is in place, or what it is for. For example, they may not know who the OOS is, and therefore not know why they should vote on it. However, they could simply abstain.

How about we raise the issue?

The votes do not equally represent the total number of people held in the Council.
