Lingerie is essentially clothing designed for sex or sexually related behavior, like stuff from Victoria's Secret.
And he's saying that they have links to porn and sex stuff in their signatures, locations, or other places on their profiles.

I reported this back on June 6, 2013 to the Report Users Thread:

I would like to report 7 forum users as inappropriate potential porn accounts:

When you click on "members" on the forum - you can sort by various categories. When you sort by website - you can see what the user put in - anything they want it to be. The following 7 forum users have no posts at all - but have links to what appears to be inappropriate and potentially porn sites. And no - I did not click on the links to see where they lead. I suggest that a mod or admin delete these accounts as they are most likely attempts to link to inappropriate sites.
