I think that maybe it would be better that the region would lose armies the same amount that the attacker had when he attacked up to 4 units.
So the bonus would be 1-4. Anything over 4 attacking would automatically make it lose 4. That would balance it properly.
Ex. A 3 hits a 8, then the 8 would lose 3 units when that players turn starts.
