Should I do another recruiting period? They have gained us some valuable members in the past, and I see no reason to not encourage recruitment, however, I do not believe promotions will be in order this time. Maybe just a special title as "Recruiter," or even nothing.

Welcome back, and it'll be me who is doing things with this clan as always. You should know by now that I am the one who does stuff. Especially when I am leader.

Since it is apparent you haven't read up since your return, we just had a pitiful vote recently, and I won. (Again) I hope this time you will stay active. We need active members. Anyway, I take over on the 5th, that is when everything starts up.

If you remember, after Rat took over from Drone long ago, I took over. You weren't here when Drone came back and chaos erupted (luckily), and after that, Rat took back over, and now we are here.
