I just played in a KO tourny, where in both rounds the last 3 players were screwed. No connected segments, bad distribution, and being last.

I think the bonus troops to last few players should be readded, but only for full maps. Like 30% more troops for last player, 20% troops for 2nd last, 10% more troops for 3rd last. ( in a 8 player game)

if the balance could be tested and found then yes i think it might help, however then it might make last become the best slot to have.

I wish there was a way to creatively tweak with settings so as to playtest stuff, but that would take a LOT of coding to implement.
