(RR) Reliability Rating

My biggest pet peeve in Vortex Wars is when I sit down to play a game and it seems promising, and then people start leaving before the game is even through it's first turn.
I know we have a penalty already, which is a loss of experience and rating, but I think we can do more.
I propose we add a system that gives us more control of our games and who is in them.
The RR system would be simple to understand.
If you leave a game before you die or win you lose 1 RR point.
If you leave a game before the 3rd turn you lose 5 RR points.
If you play a game to completion and you last longer than 8 turns, you earn 1 RR point for each player in the match.
If you play a game to completion but die before the 8th turn, you win 1 RR point as long as it has 6 or more players.
Playing a game to completion is defined in two ways.
A. Winning.
B. Getting killed by another player.
In addition to this we could add a system much like the system that prevents guests and low level players from joining games.
This way we can make matches that only allow players with a certain RR to join.
I believe this is a good way to make sure that our games are actually fun as well as earning a better reputation and finding out who is reliable enough to play with.
Yes, I know this has flaws, but so does other aspects of the game and perhaps over time this can be refined.
