Computer players.

With computer players, you could easily fill up the empty slots of a room, waiting for more people to join. Also, we could make a setting that makes it so if a person leaves, a computer can take their spot.

Yeah would be cool. I think you will fight alone with the computer players later when the offline mode released...

yea. maybe sometime down the line, but AI is hard to program and it might take a while.
