This would give an unfair advantage to those with races like tannenbaums. But if you limit it maybe.
I don't really like this so I don't know, but most races doesn't give that much bonus so it doesn't really matters.

when my tannenbaum is out of boosts, i would switch to drogons or something, not really fair but its an ok idea

Two possibilities for me:
1. Start with wolves and conquer like crazy, and then when I get to a higher region count, I switch to pumpkins.
2. Start with natives on full map, then switch to wolves when it's your turn.

This would be bad for the people who kick others out based on the race they're using, but then again, isn't that a positive point?

I'd probably use watchmen until I run out of boosts then switch to dragons.
