Orange didn't place until the very end. He got 4th without having to fight anyone. I suggest you make it so in conquer you can't press end turn until you have placed, so if you don't place you'll be kicked for inactivity.

This is a good idea, how has this even been allowed so long? What is it that even makes them lose in that situation?

Wait, so what would happen if you didn't place at all and all of the regions got used up? Would you be invincible?
