When a game starts in full map, it is devastating or others, at least in hardcore, when a lone person ends up with a 6, 7, or 8. It can often determine the game right off, especially a 7 or 8, and even more on some maps when that 6,7,8 is in an ideal spot to split many others permanently at the start. Can we have this changed, or at least as an option, to have units be no more than 5 in full map when game starts? It's just too disheartening to see it happen when it's not you.

Sounds like a good idea.

Sometimes it happens that everybody has 1-4 on each regions and one player has all 1's and 2 regions with 7-8 pretty close on to another.
Of course, other players will reach as far as they could to connect, and that player will easily (in HC) make 14+ connected regions.

I thinks 5 sounds good, because it gives defending armies of 3+ a decent chance of still winning.

I agree that 4 may be a bit too low. Maybe not, but I think it completely depends on the map size. Remember Oz, we play large (random xxl) maps generally. A 5 in a small map would be as devastating as an 7-8 in a large map. Not sure on the solution, as a 5 in a large map, while indeed nice to have, is not as big of deal usually. Perhaps a variance based on map size. 6+ is probably fine on a map of 125-150+ territories imho.

+1, yes. Definitely should be related to map size..
