I think it would be better to just add a warning that appears if you are replying to a topic where the last reply was more than a certain amount of time ago. This seems to mostly work on the EE forums.

I'm with that, topics only need to be closed or deleted if the content is either against the rules or goes to far into excess and spam.

I support this idea and also want creator of topic to be able to lock...

I agree with you guys. Having to manually lock every old topic would probably be too much hassle on Tech and Lopdo. If you're the OP of a thread and consider the discussion over you can either just ignore the thread or report your own post and note that you want the thread locked.

I would prefer another choice , old or ended topics deleted.The amount of spammed threads for useless topics is out of control.Who needs to know how to cook turkey in a war game .I think some think its a game to have the most threads and mostly they are the most stupid,small-minded ideas.So i say delete , as for keeping some for reference and history that should be Techgump or Lopdo's choice of what is a good topic.
