I got a new idea. Necromancers.
Starting awaken the dead, and kill the living. Longer life means longer pain.
Can take control of surrendered regions maybe every 3 turns in game or something. Thats necromancy.
Master of graveyard.
Necromancers get a attack bonus on maybe 5-10% when attacking surrendered regions.
