This is a silly idea. It's very possible to have a border where either person taking is not beneficial to them. Consider borders Att, where there is a 1-border, with 5 supporting territories behind it. Say, for instance, they each have 2 8's and a bunch of 5's or something. Whoever attacks first will most likely be on the losing side of the battle, since there's a good chance they'll only take the 1 spot, and if they take a second, the other player can weaken it, and invade deep into their territory with high probability. In a situation like this, it is rational for both players not to attack eachother there, even though they aren't allied.
