I'd suggest, that EVERY surrender should get some minus XP, also on turn 4 or more.

The amount could be based on the number of remaining players, for example, -10 XP per player yet in game.

Or even better, it could also be based on the rank. Because for a rank 10 player -30 XP hurt very more than for a rank 30 player. Saying the higher the rank, the higher the cost for a surrender.

You could make a formula for computing lost XP, maybe like this one:
( [rank] * [remaining players in game] ) - ( [turns played] * 4 )

So a rank 30 player surrendering a game with 4 players left on turn 5 would loose 100XP
( 30 * 4 - 5 * 4 = 100 ).
But if he is only rank 20, he'd loose 60XP ( 20 * 4 - 5 * 4 ).
Or if he left on turn 10 and was rank 30, he'd loose 80 XP, and so on...

Just an example, but I think such a formula would make things more fair than a constant value of 30XP.
