i don't get this idea with WiFi ...
but if this works how i am thinking, this race is still overpowered, and agree with Ratburntro44

I am starting to like this race, but I am think something more along the lines of normal number units + half of the number of territory groups, up to 10 or so. It would need to be play-tested to see if it is viable option

I still don't see giving people an incentive to split up smaller clusters as really working.

This race wouldn't help if you could reconnect and didn't, but it may help if you were split bad and don't have many territories left.

I kind of like it, but would never buy it... sorry.

The thing is, in some cases it actually would be advantageous not to reconnect, which would really mess stuff up.
