I think that maybe it would be better that the region would lose armies the same amount that the attacker had when he attacked up to 4 units.
So the bonus would be 1-4. Anything over 4 attacking would automatically make it lose 4. That would balance it properly.

Ex. A 3 hits a 8, then the 8 would lose 3 units when that players turn starts.

I have an idea for the Wifi's without overpowering them.
Reinforcements are calculatet with
(n+r-1) while n it your largest cluster and r ist the number of clusters. So if you have one cluster of 15 regions you get (15+1-1)=15 units. With 9 regions in the largest cluster and 4 clusters in total you get (9+4-1)=12 Units.

But then it would give you an incentive to split up your smaller clusters, which could really screw the game up.
