How about ghosts, (or phantoms... or some cool name)... where the number of units is not visible to other players! ??? or numbers appears only for a second at the beginning of each other players turn, so they have to remember.... and maybe they could pass through an occupied territory to attack another behind enemy lines... ( could be other race, like spies???)
Spies could be thus. Player 1 can place a spy in territory of player two, (if not already full 8). Player 2 has limit now of 7 in said territory. If player 3 attacks, he could be attacking with as much as 8 units, whilst player 2 cannot put his eighth man in, so is limited to 7. If player 1 attacks (owner of the spy) he could have 9 against 7... his 8 + spy against players 2's max of 7! Player 1 wins he can relocate his spy. Player 2 wins , spy is lost for a number of rounds.
Difficult to implement???
