The minimum could be set to 3 or 4 to even the odds a little bit. :)

You could make it so natives provides a smaller bonus when you have lower caps.

Or you could offer an upgrades disabled mode (still not over that…)

so like for me max. 12

why 12?

check Classic Risk game

on ps2 or standard board game

there are settings (no limits - but is a bit other machanic of the game always 3v2 rolls at max; or 12 )
12 could be nice

anyway 8 is best choise
not too big, no too small

that all what i wanna say here
