Why not to add new setting while creating map: "exploration time: X s" or so, which would basicaly stop gameplay before fierst players move for X seconds, so everyone can get closer look at the map? It could be set to 0s so it would not be annoying on well known maps where you want to start right away.
Also the time that player has to put his units could depend on number of troops he have stacked. Untill you can place less than X units its a fixed value. after that it raises. This could be:
a + b * max(X, c)
where:
a - base time (optional with proper "b")
b - additional time per one unit
X - minimal number of units
c - no, not speed of light, just number of stacked troops
