New Race?

So i was browsing after a decent vortex wars forum pic for my account, and i found this one (that i have as my avatar). Is it a new race that will be released in future, a race that was supposed to be introduced but got removed in the end, or a previous vertion of dragons race (beccause it looks very similar to one, and even the collors are the same)! Can someone that know anythink tell me, please? Im really really reaaaaly curious! :)
