Placing two starting territories would add a lot of fun in two person matches; but I think it would be an unfair advantage for early players in larger matches if you got to place them both on your first turn.
Maybe you could reverse the turn order when placing the second starting territory (P1 places one territory; then P2,3,4,5,6,7, P8 places both of theirs,P7 places their other territory, then P6,5,4,3,2,1)?
Perhaps the best way to balance it would be to have an in-game option to place a second territory on your second turn instead of expanding your first territory. That way, if space is limited you aren't forced to spread yourself out, and you may also be able to gain a strategic advantage by NOT placing a second starting territory and instead expanding your existing territory right away.
