why would they do that? they do it to get xp and shards for their accounts...

Yes, but they might be doing it for the benefit of other players, as they know that doing it themselves could get them banned.
I don't know what exactly has been changed, but 1.2 updated the draw mechanics, so hopefully this won't be a problem anymore. I've only seen 1 draw game since then so hopefully the issue is solved.
