The third one may be signifying an action as well... Like call or yell.
From my first guess the 1st 3rd and 4th have been confirmed incorrect so I was close on the 2nd picture which I guessed as Piper, Holly Comb, or Charmed...

My guess can only be: He who pays the Piper calls the tune.

I wasn't at all sure of who the woman was so I didn't even bother guessing. If you could use more famous faces than hers

Charmed was one of the few American TV series to be translated into German (My native language) during my youth and hence was one of the only things I watched on TV.
Also my gratitudes for Fang who gave me the idea of implying the word "tune"
