I think after a three time any clan taken over must completely yeild and accept it.But for time scale i agree with autunmwolf17 .

First time must wait two weeks
Second time must wait a month
last time must wait a month

But opinions vary , thats why we needed the u.n. to agree on finer points of clan wars.
