Yeah, you can either upload it from your computer, or you can link your avatar to the offsite picture. I would go for the second one, it takes a bit more to scale down or edit a gif yourself.

I use Picasion to resize my avatars. ^^

Sure. Just abuse the guy with computer issues. He can't fight back at any real speed. :)
