Are you allied just because you choose to not attack someone? I had an argument about it with someone I was playing with.

I think a lot of people who play this game are very paranoid about allies. They see a couple of players not attacking each other for a couple of turns are start yapping about secret allies. There are lots of secret allies in this game but there are lots of people who are sensible enough not to attack everyone at the same time, unless they're in complete control. I also noticed that many of the players who go on and on and on and on about secret allies are players who often secret ally themselves. A guilty conscience breeds a suspicious mind.

It's really subjective. It depends on how many other options you had, how long you did it for, and whether it was decided on between you or if it was just 'coincidence' or random.

yeah but....when u have only like 8-12 lands and border 2 people...and choose focus only 1....every1 freak out " they are ally " LOL the guy only have enough troops to support 1 attack per turn...give him a chance lolll he wont do suicide move
if the guy is the biggest one....and he can handle multiple side....and choose to only focus one person....it can be considered as an ally !

Well, simple. Truce: you choose to not attack each other, possibly temporary but necessarily help each other.
Ally: You help each other and don't attack each other. Exception is when your ally let you through to attack the one you ally against to deal more damage.
Secret allies: Allies but not announced. Aliies should IMO be made first 3 turns. If made in lobby be sure to inform all that comes in later.
To reveal/expose secret allies: they accidentally admit it, but many times doesn't speak at all. Working together without seemingly communication. Look at their borders which should be filled with ones if manual. That is a sign.
Please help us further define the ally term.

Ally: what people call you when they get third
Secret ally: what people call you when you deny the first one
Truce: what people ask for when they don't want third

Allies are not against the rules. Secret alliances are. When players play an entire game not attacking each other purposely and obviously, it's an ally, announced or not. Temporary allies tend to form in games. While not preferred for some others playing (such as those winning), I'm generally not going to take action on it unless it's habitual and unannounced among same players.
From Google:
Noun
A state formally cooperating with another for a military or other purpose, typically by treaty.
Verb
Combine or unite a resource or commodity with (another) for mutual benefit.
