just trying to clear this up, so it says 15% attack bonus when attacking with smaller army, now does this mean 15% attack when its a region ex: a 7 v 8
or is it total army size, so like a 15% attack when your army is smaller ex: my army is 30, and others is bigger

Specific to the region attacking/defending.

It's the first one. Attacking a territory with a smaller territory gives you the 15% bonus.
