The mods deal with it.
Most get caught, but doing it based on IPs is unfair because of siblings who play in the same house.
It is not wise to play double. Don't encourage it.

On the contrary, it seems few if any "get caught".
A mod has to actually first have the alleged offender online together with him\her, and even then a warning is usually issued if it's a first time offense.
But, generally, due to the lack of mods (especially in several time zones) a lot of abusers go unpunished, and things don't seem to get better since the launch of V2.0 (if anything, the flock of "fresh blood" has only made them worse).

Indeed rather few than many get caught. There is a report and black list thread. Quite a load of posts - probably half of them rage or false alarms. There should be better report system. Not simply a topic where you can throw a name and simplified reason. For instance if one player gets too many reports it surly arouses an attention among mod team.
And for the last there are smarter ways playing double PC or secret allies - that go so many times undetected. In this case its not wise for me to point them out here. To me it seems that group of players are a way head of Moderation team. Its not bad. A thief is always few steps further then the catcher.
Its not hard to start detecting those players, at first lets start with their motives? Why they do that? Well most of them use it for to raise ranking (that also explains why there more of them in v2) a smaller amount just to get more XP, win others. As the main reason is RANK then lets start from there. Routine checks: ranking board. Players who have high winning %, players who get a lot of rank per day. Just to check with who they play, what are those IPs of those players: can we find something similar, suspicious. Its a manual work in case automatic statistic engine put behind it - obviously it has not been done here. But despite that it is still doable with manual way: only time it takes.
Secondly reports should not be public. If say Player Ä cheats, then obviously when the information reaches to him he stops for the time being just to get the report under False sign and later on start again.
