So, I guess it is decided by a Mod, or Admin. 8-)

Actually, techgump really isn't in charge of it at all, he and betagen are just enforcers.

Good point, I amend my original statement. Lopdo's in charge, but Tech is the forum bouncer, so to speak.

Actually, he made 6 posts, and he kept reading the forum for quite a bit afterwards.
