By your logic we should ban someone for having names like 'feck' since it is the swear word with an e instead of a u. I don't see how negers would cause any problem.
Alright, I'll agree that this is down to a person's own opinion\discretion of what is offensive and what isn't.
The word 'feck', for instance, doesn't bring up any connotations to me, but it does to you.
It's simply that 'negers' is how 'niggers' is pronounced in Russian (this is one of the languages I speak), and since many Russians I know are unfortunately a little bit racist (not including all of them in one group, just many of the ones I know), I have a strong hunch that this is meant as an offensive word, made even worse by the fact that the user thinks he can erroneously outwit the English speaking public and offend them at the same time.
Thats ok and i understand how it can be difficult with several cultures in a community who have a different view on these things. This is one of those instances however where it's difficult to label a user as being racists if we can't prove if it is intentional. Plus we can't stereotype a group based on the people you know.
