Doing anything without express permission is usually a recipe for trouble...

Anyway, I'd agree that a normal win ratio should not surpass about %33, as statistically most players will win at most only 1 in 3 games (and I've heard it being said by several high ranking players in the past). Autumnwolf is an exception, as I'm sure he doesn't cheat.

I'm pretty sure he doesnt cheat.
My win rate is really iffy. sometimes i lose 5 or 6 games in a row... My best win streak was 16 games.. all over 5 players.
I will not mention my biggest lose streak... its.. bad

Well, I wouldn't at least include early surrenders and disconnects into that (if you did so in the first place).
