Map Editor difficulties

When you release Map Editor, what would be the point of buying maps in the shop? You could just build them.

One way to prevent this that I though of would be for people to have to purchase a "slate" to build there maps on, so that way it costs no less than buying the map, and people won't have an inclination to cheat.
