Storage Bug? Cheat? Something else

I noticed several times that this guy (dark8911) didn't use all of his stored army, sometimes at good advantage. Bug? Cheat? Or something else?

Did you leave to another tab for a while? Sometimes when the game is trying to catch up, it doesn't fix the stored unit counters. But if he was actually able to use it than yes, it is a bug or hack.
