I have seen that i get an extra unit when i am playing
The turn where you have 16 sectors, i should get 17 units with my race, but i get 18

depending on how many upgrades u have u get an additional 10% spawn not including the race bonus...........third upgrade gives ten storage+10% spawn i believe

...This is incorrect.

They give a 10% bonus (up to 10) to maximum spawn capacity, not the per turn spawn.

That's not a spawn boost It saying that 10% of the map will go into your max reinforcement count, up to 10. For example, if you have the first three upgrades and the map was 80 spaces, you'd get 20+10+10+.1(80), so 48 max reinforcements.
