I'm not sure if it applies to everything or not, some people say that spawn and natives and whatever don't get disabled on all boosts disabled. So if it isn't, natives and spawn definitely work, I can prove it in a few seconds, so it's bugged (and I feel like attack and defense aren't disabled either). And if it is meant to be that way, take this as a feature request and remove all bonuses (with the exception of santas maybe).

Boosts disabled are not supposed to disable race bonuses. There is no such option.

its boost disabled = attack and defense boost disabled, not races
all bonuses disabled = attack and defense boosts and races disabled

It doesn't disable race bonuses. It just disables both boost and upgrades which are a kind of bonus.

Races are considered an upgrade.

It could all be a giant misunderstanding, since it's actually upgrades, which give you extra troop capacity.
